Overview

The Dockmaster is the principal expert on, and is directly responsible for executing, the transfer, undocking, and docking of all vessels. The Dockmaster has full responsibility for the day-to-day management of a multi-disciplinary crew of pipefitters, machinists, electricians, and painters, conducting maintenance, repair, and operation of BIWs Floating Dry Dock #3. As the Waterfront Operations Manager, oversees waterfront safety and operations within the shipyard. The Dockmaster directly reports to the Vice President of Facilities, and has a secondary report to the Director of Test & Trials.

Job Responsibilities

  • Oversees day to day management of dock crew including work assignments, project planning, and direct supervision as required.
  • Execution of dry dock preventative maintenance program including timely record keeping and record retention.
  • Maintaining certification of Floating Dry Dock and Land Level Transfer Facility under MILSTD 1625D.
  • Planning and executing all major inspections and dock evolutions, including vessel transfers and launches.
  • Oversight of safe berthing of vessels including mooring arrangements, gangways, ships stability, and pier facilities.
  • Waterfront operational scheduling including ship movements, tug and barge movements, diving, dredging, and facility inspection and repair.
  • Schedules and supervises all hydrographic surveys and maintenance dredging of facility, and hydrographic survey of river channel.
  • Principal POC for coordination with the River Pilot / Trials Master and assist tugboats for all ship movements.
  • Monitors weather, tides, and river conditions, and advises senior leadership and other departments as necessary.
  • Supervises operation of BIW owned tug boat + barges.
  • Supervises all diving operations.
  • Communicating and liaising with other departments in the shipyard to execute work, as required.
  • Ability to read and interpret technical drawing and publications, and engineering studies.
  • Maintain a safe working environment at all times for all employees.
  • Monitors all environmental conditions on waterfront, and notifies management if conditions become unsafe for operations.
  • Occasional travel to other GD shipyards, for training and support opportunities.
  • Carry a BIW mobile phone and support BIW scheduling requirements.
  • Other duties as assigned.

Responsibilities

Required :

  • Bachelor of Science in Marine Engineering, Marine Transportation, or an equivalent combination of education and experience.

  • Formal training in principals and mathematics of ships stability.

  • Certified as Facility Operations Supervisor IAW USN MILSTD 1625D or qualified USN Docking Officer IAW NAVSEA Instruction 9997.3.

Preferred :

  • Unlimited 3/AE Engineer or 3/M license issued by USCG.

Qualifications

Required:

  • Minimum of 8-10 years of experience in a supervisory role.
  • Familiarity NAVSEA MILSTD 1625D and NSTM997.
  • Experience with commercial or military dry-docking evolutions.
  • Familiarity with reading and interpreting ships drawing, project specifications, etc.
  • Ship handling ability.
  • Familiarity with Maximo, NS5, or equivalent computer-based PMS.
  • Proficiency in computers, to include Microsoft Office Suite applications.
  • Familiarity with maritime and shipyard industry best safety practices.
  • Strong communication skills.
  • Ability to self-manage and take initiative; must be a self-starter requiring limited supervision.

Preferred :

  • Familiarity with commercial diving operations.
  • Familiarity with commercial dredging operations.
  • Familiarity with commercial tug and barge operations.
  • Familiarity with planning and conducting confined space entry evolutions for inspection and repairs.
  • Familiarity with operation, maintenance, and repair of: marine diesel generators, high-voltage electrical distribution systems, hydraulic systems, ballast control systems, and firefighting systems.
  • Project management.
