Job Description and Duties

State Water Project Aerial Tour 2021 -

This position is physically located at the Joint Operations Center in Sacramento, CA.

Duties: Plan and direct staff in telecommunications, network design, and engineering for installed operational communications systems in a manner consistent with industry reliability standards and as established by Western Electric Coordinating Council (WECC), North American Electric Reliability Council (NERC), and Federal Energy Regulatory Commission (FERC) standards. Develop strategies for system improvements and cost management. Guide technical investigations of new systems and system upgrades; review and evaluate communications systems designs and proposed specifications; and monitor installations and track project schedules. Prepare recommendations, reports, and correspondence. Keep abreast of technical advances in communications systems, network technologies, and security systems. Participate in periodic field inspections. This may require extensive travel throughout the State by air or vehicle.

Have experience with diverse telecommunications technologies, networks and knowledge of CIP standards, policies, and procedures, designing, implementing, testing, commissioning, and documentation for large communications systems.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


It is desirable for the incumbent to have design experience and operating and maintaining experience with fiber optic and copper multiplexing communications systems (DWDM, CWDM, TDM), wide area networks, local area networks, and network security systems. Experience in reading and understanding engineering design drawings, MS Project/Planner, SAP, PPM, MS Word, Excel, and Outlook or related software/computer programs. Experience in NERC CIP Standards, FERC compliance requirements, or regulated industry. Experience in training and developing others, managing and supervising team members as part of facilitating the completion of a goal or project, planning projects, tasks, costs and schedules, tracking and reporting on project expenditures and schedules, creating and writing policy or procedures documents, preparing and administering contracts, and communicating and coordinating with people outside the immediate team such as non-technical business partners and/or members of the public.
