Job Description

The position has been established for the purpose of supporting the Marine - Assets Division, and specifically the Team dealing with the regulatory compliance of the vessels managed by the Group. The candidate will be joining the current team to enhance the capacity and capability of the division in light of ever-increasing workload, by assisting the Group’s DPA in the execution of his tasks relating to the proper application of ISM, ISPS and MLC Code, to the Group’s vessels; in addition, he/she shall be playing a major role in the preparation, execution and close-out of a variety of Client-required audits / inspections (CMID, OVID, etc.) that the Group’s fleet is subjected to on a frequent basis. Attendance on vessels will be necessary during port calls, projects’ mobilization - demobilization and yard stays, to enhance safety culture and support vessels on any inspection by Flag Administration, Class, Client or any other party. The candidate will be supporting and following up relevant requisitions/orders and together with the entire team will be supporting the other divisions and departments of the Group with the preparation of the vessels for the execution of the projects contracted.

Responsibilities

General:

  • Work in line with Group’s internal codes of professional conduct
  • Work in line with Group’s ISM/ISPS/MLC policies, procedures and instructions ensuring vessels are operated in a safe, efficient and environmental-friendly manner and in full compliance with Class and Statutory regulations as well as Client requirements
  • Assisting in Compliance Team annual budgeting preparation and monitoring
  • Attendance onboard assisting the performance of vessel internal audits, preparation and support on any 3rd party inspections, preparation of relevant reports, identification on non-conformities, monitoring of rectification actions
  • Assist in investigation on root-cause of incidents/accidents and establishing corrective/preventive action plan
  • Monitor and enhance safety protocols and policies to ensure a safe working environment and promotion of safety culture

As Deputy DPA, provide support to the DPA in the following tasks:

  • Drafting of policies, procedures and instructions
  • Ensuring proper document control and monitoring system records on a daily basis
  • Conducting periodical internal audits, both shore-based and onboard vessels
  • Preparing vessels and office for external audits, including PSC inspections
  • Monitoring fleet crew performance and assist in performance improvement
  • Monitoring relevant targets and monitoring achievement through proper performance metrics
  • Conducting risk assessments as required
  • Providing assistance in incident investigations and communicating lessons learned to all applicable parties
  • Providing assistance in the management of non-conformities till close-out
  • Assisting with personnel/crew training related to the ISM/ISPS/MLC Code, including technical and non-technical training with external training institutions/organizations
  • Liaising closely with office-based and onboard personnel on matters relevant to safety, security and maritime labor
  • Making proposals for the continuous improvement of the Group’s management systems
  • Maintaining up-to-date knowledge of industry-specific or general maritime legislation, rules, regulations, guidelines etc. relating to safety, security and maritime labor
  • Assisting in the regular or unscheduled renewal of all vessels’ certificates, Class Status, and insurances
  • Assisting in the regular/planned SSAS testing, LRIT testing
  • Preparation of compliance packages (set of certificates and other information) for Clients and Charterers

Inter-departmental Communication:

  • Communication with vessels’ crews
  • Reporting to Supervisor, Division Director, General Management, as the case may be
  • Cooperation with Procurement Team for the procurement of required services, equipment, spares, materials and provision of relevant feedback on quality
  • Cooperation and communication with other Divisions and Departments of the Group in order to prepare vessels on all aspects for the execution of contracted projects

External communication:

  • Communicate with service providers and suppliers, Class, Flag Administration, auditors, chartered vessels

Requirements

  • A higher University or Technical Institute degree in a maritime, engineering or technical related field

  • Land-based experience in similar position (Maritime QHSE) would be beneficial

  • Conversant with the ISM, MLC and ISPS Codes

  • Clear and effective oral and written communication skills in English language

  • Additional working knowledge of foreign language, (e.g. Italian, German, French etc.) is to be considered as extra skill

  • Proficient knowledge of Microsoft Office required

  • General knowledge of Classification, SOLAS Convention, MARPOL Convention and other pertinent IMO rules and guidelines is necessary

  • Knowledge or experience of ISO 9001, ISO 14001, OHSAS 18001, ISO 50001, ISO 31000, ISO 26000 compliant management systems will be considered as an asset

  • Sea-going experience to be considered as a plus

  • Excellent organizational skills and attention to detail

  • Respecting of the importance of confidentiality, as the candidate will be dealing with confidential information

  • Ability to perform multiple tasks and respond to emergency situations effectively
