Job Description and Duties
BCDC is looking for a dynamic self-starter to join our team. Working closely with the Director of Legislative & External Affairs the Information Officer develops and implements public communications to support BCDC’s policy, outreach, and equity goals. This position is responsible for creating and managing content, coordinating digital and visual media, performing public outreach, and supporting agency-wide initiatives with high-quality, accessible, and effective internal and external communications.
ESSENTIAL FUNCTIONS
- Provide communications review and copyediting support for key public-facing reports and documents.
- Support communications efforts for major agency initiatives, programs, and policy priorities.
- Assist in implementing an agency translation contract, including identifying and prioritizing documents for translation.
- Provide communications and media training for staff. Design and format documents, fact sheets, presentations, infographics, videos, and other public-facing materials.
- Coordinate internal communications, including staff announcements, newsletters, and updates on agency initiatives.
- Assist Director of Legislative and External Affairs with crisis and emergency communications by coordinating rapid response and public updates.
Media Relations & Digital Content
- Create templates for press releases, media lists, and other communication documents.
- Manage the agency’s website and social media accounts, ensuring that content is accurate, timely, and accessible. Develop, review, and coordinate website and social media posts. Serve as a member of the agency’s social media team and website strategy team.
- Draft blogs, website posts, and news updates to highlight agency accomplishments and policy initiatives.
Public Affairs
- Work collaboratively with the agency’s environmental justice team to assist with communications strategy and implementation of the agency’s equity action plan and Tribal Engagement Plan, including actions related to equity messaging.
- Under the direction of the Director of Legislative & External Affairs, develop a incident and crisis communications plan that provides clear cohesive and sensible response to incidents, and a framework for internal and external communications, including with employees and partners.
- Coordinate and engage external stakeholders on behalf of BCDC to assist with building effective coalitions and gain insights, input, and advancing BCDC’s interests and community relations.
Public Outreach
- Assist agency staff with outreach to local governments regarding BCDC’s policies, programs, and processes to educate city/county/special district staff about how BCDC works – and how to work best with BCDC.
- Assist agency staff with planning, promoting, and facilitating public meetings, workshops, and community outreach events.
- Assist agency staff with representing BCDC with external stakeholders and identifying speaking opportunities.
- Build and maintain relationships with media professionals, stakeholders, including community organizations and partner agencies.
- Incorporate key lessons from BCDC divisions and Commissioners to create prioritized list of topics to include in outreach briefings.

Working Conditions
- Work in a stationary position (such as sitting or standing) in an office for long periods of time using a keyboard and video display terminal.
- In-state travel as needed.
- Interact by phone, chat, email, and in person with other state agencies/department financial services units along with all BCDC staff.
- Required to complete all required training and information as requested including but not limited to Ethics, Sexual Harassment, Form 700, and Nepotism.
- Position may require overtime to meet organizational needs.
- Work in a multi-story office building in downtown San Francisco, Monday through Friday 0800-1700 (normal working hours). Flexible hours and telework may be considered in compliance with BCDC Telework Policy.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Demonstrates knowledge of AP Style and strong copyediting skills.
- Possesses excellent writing skills with the ability to tailor content for different audiences.
- Design and digital media expertise, including proficiency with Canva, Adobe Suite, social media platforms, and basic video editing.
- Effectively delivers presentations and represents the agency through strong public speaking skills.
- Ability to communicate technical or complex information, verbally or in writing, to a variety of audiences in a manner that ensures information conveyed is understood and aligns with BCDC’s communication policies and strategies.
- Ability to adapt to changing priorities and manage multiple concurrent assignments.
- Ability to communicate effectively about climate change, regulations and other related topics.
- Ability to work independently at times under pressure, in completing assigned work and meeting required deadlines.
- Ability to consider and respond appropriately to the needs, feelings, and capabilities of different people in a variety of situations, tactfully and with respect.
- Ability to handle emergency situations, assessing situations and resolving issues as quickly as possible.
- Ability to work effectively with individuals and groups from diverse backgrounds and possesses an understanding of environmental justice and equity issues in government agencies.
