Orange County Utilities provides water resources and solid waste recovery services to protect and enrich the lives of the citizens and guests of Orange County Florida. The Engineering Division manages the CIP for water, wastewater, reclaimed water, and solid waste projects. The division also
reviews the plans and agreements of proposed infrastructure by the development community to conform to the Orange County Utilities Standards and Construction Specifications Manual.
The Utilities Engineering Division is seeking a highly qualified individual to fill the position of Senior GIS Analyst. This position resides in our Engineering Business Systems Group and is a key position involved in the support, enhancement, and development of Utilities technologies,
applications and custom tools. This position is also responsible for maintaining various computer applications for over 900 staff in the GIS, GPS, R/R Program, CIP, Development, Field Operations, Field Inspections, Utility Locates, Regulatory Compliance, Document Management, Project Tracking, Communications team tasks and other technology related areas. This is a professional technical position responsible for defining the objectives, providing analysis, support and design of Engineering"s computer systems. The position serves as a senior technical team member needed by our Utilities business systems.
Representative Duties
Leads and manages Geographic Information Systems (GIS) projects
Performs data advanced level analysis and statistical assignments as needed for Utilities business requirements
Analyzes, troubleshoots and improves existing systems, applications, databases, macros, and procedures. Isolate application problems, coordinate, resolve and communicate resolutions
Develops or enhances computer software applications, based on specifications, and under the guidance of immediate supervisor
Document applications, technical specifications and provides user manuals
Plans, tests and implements new software tools. Assure plans align with IT/ISS standards and strategic goals
Maintains, monitors and support existing Utilities hardware/software for
performance and providing upgrades
Represents Utilities technical committees
May represent business units on the Orange County GIS Technical Committee
Interacts regularly with other county agencies, local governments, and the private sector
Coordinates work progress with departmental and divisional staff, communicating project status and/or changes
Communication and interaction with customer contacts and user liaison to increase efficiency and functionality of software applications
QC coordination regarding data integrity
Supports and mentors GIS staff
Performs other related duties as assigned
Minimum Qualifications
Bachelor"s degree from an accredited institution
Five years of progressive experience demonstrating a comprehensive knowledge of the use and application of GIS data and technologies. A Masters Degree or higher level degree from an accredited institution may substitute for two years of experience. At least one year must include
leadership experience, either as a supervisor, project technical lead or project manager.
Preferences
Certified Geographic Information Systems Professional (GISP)
Experience with the application of GIS data and technology in a GIS data production and/or GIS services environment
Experience with spatial data management, spatial analysis technologies,
process design and modeling, server and web GIS technologies
Familiar with Access, Oracle and/or SQL Server databases and the ability to query and manipulate data using SQL is also preferred.
Other preferred experience includes using statistical and analytical tools to solve advanced business problems
Experience applying GIS to help improve government business processes
Water and wastewater utility background.
Familiarity with utility construction standards and specifications Use of computer applications
Ability to read and interpret construction plans Customer service skills

Educational Requirements

COVID Vaccination Requirements
All newly hired Orange County Government employees are required to become vaccinated against COVID-19 (within 6 weeks of their start date), unless otherwise exempt due to medical or religious reasons.
